PHOENIX (3TV/CBS 5) – A group of people who applied for the most recent drawing for state marijuana licenses is raising concerns about the fairness of the process. The drawing took place on April 8. And it now appears that a majority of the newly-issued licenses are now owned or controlled by existing marijuana companies.
